The Education Department General Administrative Regulations – EDGAR, for short – consist of Parts 74-99 of Title 34 of the Code of Federal Regulations. As the name implies, EDGAR establishes cross-cutting rules that apply to all ED programs unless a given program is exempted specifically by its own statute or regulations. These rules cover such over-arching issues as application procedures, financial administration, property management, record retention, protection of human subjects, lobbying and program oversight, among others.
EDGAR is complemented by certain circulars issued by the Office of Management and Budget that establish government-wide standards for specific functions. For education grantees, the most critical OMB circulars are those that set standards for allowable costs (Circulars A-21, A-87 & A-122) and for audits (Circular A-133). EDGAR-Plus includes all these additional documents, as well as ED’s Cost Allocation Guidance.
