Yesterday, President Obama released his proposed budget for fiscal year 2013, and it was possible to hear the laughter from Capitol Hill at our offices a few blocks away. Let’s face it: the responsibility of proposing a federal budget during an election year while the deficit hawks are circling is not for the faint of heart.
